申論 2中譯英：（25 分）各船船長在考慮當前環境下，應確保船舶的航行安全。船長並應確保負責航行當值之船副在其當值期間應始終在駕駛台或與之相連接的場所如海圖室。此外，當船舶錨泊或繫泊時，為考量安全，應保持適當與有效的當值。如船舶裝運危險貨品，則此當值安排應充分考量危險貨品之特性、數量、包裝與積載。
