申論 3Translate the following press releases into readable English.㈠最近內政部統計台灣出生率在世界各國敬陪末座，這也讓台灣加速進入到高齡化社會。根據內政部統計，2006 年台灣65 歲以上高齡老人激增已占總人口10%，超過聯合國7%的標準。如何妥善解決老人問題確實成為當前政府的重要課題。（15 分）㈡立法院今天三讀通過修正工會法，明定教師可以組工會。修正後的工會法規定，教師只能組職業和產業工會。換句話說，教師不能在學校組工會，要參加縣市或者是學科工會，此外根據現行法令，教師也不能罷工。教育部表示，考量公私立學校教師在學校層級內組工會，可能會衝擊到台灣現有教育生態，影響校園安定及學生受教權利，所以限制教師組產業工會。（20 分）
